Mann visits Henry Hathaway turf, and builds up another mockumentary thriller from the government files. With the Nazis that kept Jimmy Cagney busy in 13 Rue Madeleine now out of mania, funds agents O'Keefe and Ryder are sent to infiltrate a gang of bootleggers in Detroit and solve 'the Shanghai Paper Anyway a lest'. Mann takes a dream of spell to cut to the demeanour, but there's a degree of nerdy happiness to be had from the reams of technical detail regarding forged receipts stamps and liquor duty, and the slow accumulation of clues. Be indefatigable. The wham-bang finale is worth the wait.
