Best known for his scruffy, quirky-acting character as secret cop Sgt. Michael "Mick" Belker in the 1980s TV series "Hill Street Blues" (1981) who tended to telephone all criminals "hairball," and whose canine instincts had him habitually growling, harsh offenders and barking at other dogs.
